Abstract: The Climate Preparedness and Adaptation Strategy improves our ability to predict, mitigate, and manage climate threats. It includes steps to respond to unexpected disasters such as wildfires, floods, and heatwaves, as well as actions to help us prepare for slower-moving changes such as sea level rise, habitat loss, melting glaciers, and water shortages. Floods are the most prevalent natural hazard, accounting for 43.4% of all catastrophes between 1998 and 2017 according to the international disaster data base. Urban flooding has become a major concern in many parts of the world, particularly in Asia. In 2022, climate change-induced floods overtook Pakistan, affecting 33 million people and submerging one-third of the nation. Preliminary estimates imply that the floods may drive between 8.4 and 9.1 million people into poverty, according to the Pakistan Post-Disaster Needs Assessment (PDNA) developed by the Government of Pakistan in collaboration with UNDP, the World Bank, the Asian Development Bank, and the European Union. The population’s susceptibility to flooding is related to limited resources, low adaptive capability, and insufficient institutional frameworks at both the national and provincial levels. As a result, determining flood risk zones in dynamic settings is critical for successful flood risk management.
